Public (and private) clients are increasingly looking beyond the traditional "design-bid-build" delivery format and considering alternative project delivery methods to implement their large capital projects projects. This growing trend is due to the unique benefits that can come from a more collaborative approach with strategically targeted project risk allocation.

Evaluating Project Goals
As an "Owners Representative", we typically join a larger team that includes licensed engineers and sometimes legal counsel. Our role is to evaluate the goals of the project, understand the business objectives of the utility, and engage stakeholders in order to make an informed and strategic decision regarding the delivery method. Once that method has been identified, we develop solicitation documents that are consistent with state and federal procurement regulations, assist in the evaluation and selection of the vendor, and develop the final bridging document and service contract.
Our team has been providing collaborative delivery services to his clients for over 15 years.As our clients have increased their use of alternative project delivery, we have learned how to steer projects towards success and avoid pitfalls. Since 2005, Mark Hildebrand has participated in over a dozen engagements as the Owners Agent for major capital projects.
